Hill Top Homes sits peacefully on top of a rolling hillside overlooking the Five Mile River only a quarter-mile walk to the center of Rowayton village, which is a community within the City of Norwalk, Connecticut. Hill Top is a smoke-free environment with 24 newly-renovated apartments designed for easy, comfortable living.

Constructed in 1986, Hill Top Homes, (whose legal name is Rowayton Senior Housing Corporation), has provided HUD-subsidized housing for seniors and persons with disabilities.
Many of the residents have lived and raised their families in the surrounding communities and have found Hill Top to be the perfect retirement solution. They can stay close to family and friends yet avoid the burden of maintaining a house. Others have moved here from more distant locations to enjoy their retirement years near their children and grandchildren.

Hill Top has an impressive history that began with land given by the United Church of Rowayton. With the cooperation of Federal, State, and City agencies, this housing community represents a combined accomplishment of the private and public sectors.

MANAGEMENT TEAM
Hilltop Homes is currently managed by Elderly House Management (EHM), a full-service property management firm that specializes in low-income senior housing programs in Connecticut including USDA-RD, HUD Section 8, 202, 236, low-income tax credit and congregate housing.
ROWAYTON SENIOR HOUSING CORPORATION BOARD OF DIRECTORS
Hilltop Homes also has a Board of dedicated volunteers who provides ongoing stewardship and guidance to EHM in the management and maintenance of the apartment facility. The Board of Directors meets monthly, and actively works with EHM to ensure that the residents have a safe, comfortable and affordable place to live.
ONGOING SUPPORT
A Resident Services Coordinator visits Hill Top Homes weekly to provide programs, as well as to ensure residents receive the assistance for which they are eligible under various Government and other programs.
